Vietnam has introduced a digital Pre-Arrival Information (PAI) system to streamline immigration procedures for international visitors. The system allows eligible travelers to submit their travel information online before arriving, helping immigration authorities process entries more efficiently and potentially reducing waiting times at the airport. The nationwide rollout began as a pilot at Ho Chi Minh City and is gradually expanding to more international airports.

What is the Vietnam Pre-Arrival Declaration?

The Pre-Arrival Information (PAI) system is an online declaration that allows foreign travelers to submit their personal and travel information before arriving in Vietnam.

Once submitted, the system generates a QR code that can be presented during immigration procedures. The goal is to reduce congestion at immigration counters and support a faster arrival process.

Who needs to complete the declaration?

The pre-arrival declaration applies to:

Foreign passport holders entering Vietnam
Overseas Vietnamese traveling on a valid visa

It does not apply to:

Vietnamese passport holders
Transit passengers who do not pass through immigration

When should you submit it?

Travelers should complete the declaration within 72 hours, or three days, before entering Vietnam.

If you are unable to complete it before departure, you can still submit it upon arrival. However, completing it in advance is recommended to help speed up the immigration process.

What information is needed?

Before starting the form, travelers should prepare:

Passport details
Visa, e-visa, or visa exemption information, if applicable
Flight number and arrival airport
Accommodation address in Vietnam
Contact details

Be sure all information matches your travel documents, as incorrect details may delay immigration processing.

Where can travelers complete the declaration?

The declaration should be completed via the official Pre-Arrival Information portal managed by Vietnam’s immigration authorities.

Travelers should be careful to use the official government portal only, as unofficial websites may charge unnecessary fees or collect personal information.

Does this replace a Vietnam visa?

No. The pre-arrival declaration is not a visa application and does not change Vietnam’s visa rules.

Travelers must still make sure they have the correct entry permission for their nationality, length of stay and travel purpose. This may be a visa exemption, an e-visa, or another valid entry document.

The pre-arrival declaration is simply an additional arrival formality for eligible travelers entering through selected airports.

Important note for travelers arriving soon

As this is still a new government implementation, some issues may occur while the system is being tested and expanded.

For clients traveling in the coming days, there is no need for concern if they experience technical issues or have not yet completed the declaration before arrival. Airport and immigration teams are continuing to assist travelers while the system is being rolled out.

That said, we do recommend completing the form in advance whenever possible, as it may help reduce waiting time and make the arrival experience smoother.

Health declaration from 1 July 2026

Vietnam has also confirmed that a health declaration requirement will apply to inbound, outbound and transit travelers from 1 July 2026.

According to the official Government News portal, travelers will need to complete the Ministry of Health’s bilingual health declaration form within seven days before entering, exiting or transiting Vietnam.

At this stage, the health declaration requirement has been officially confirmed, but we have not yet seen official confirmation that it will be integrated into the same Pre-Arrival Information portal. We will continue to monitor the process and share practical guidance once the implementation is clearer.
